On September 6, 2008, the 45-nation Nuclear Suppliers Group (NSG) completed three days of negotiations in Vienna to reach an agreement and approve the US-India Nuclear Deal. Prime Minister Manmohan Singh described the NSG decision as momentous. The deal now has to be ratified by the US Congress before it can be implemented. The deals allows India to obtain access to US civilian nuclear technology, and India says the deal is essential for it to meet its civilian energy needs. India has pledged to keep its nuclear non-proliferation promises and to voluntarily keep a moratorium on testing its atomic weapons.
